We appraise agricultural land, a defining characteristic of the town, rural-residential parcels, and the two planned industrial park sites, which should be treated as land held for future development rather than built commercial space. Valuation considerations for the agricultural land center on soil quality and productivity, while the planned park sites turn on infrastructure-readiness, zoning, and development-timeline uncertainty.

The town has no incorporated village and no defined retail district. For each assignment, the scope of work and the valuation methods applied are determined by the property type, the intended use, and the available market data, rather than assumed in advance.

Cambria is a rural, agricultural town at the historic geographic center of Niagara County, from which most of the county's other towns were originally carved. NY Route 270 and Lockport Road are significant local corridors, and the town has no incorporated village of its own. The town is overwhelmingly agricultural, with truck gardens, fruit orchards, vineyards, grain fields, and dairy farms.

Two planned industrial and business park sites represent future rather than current commercial activity. The Niagara County Business Park, a roughly 60-acre site on Lockport Junction Road, received New York State FAST NY grant funding for shovel-ready site preparation as of 2026, and the Cambria Technology Park, a roughly 152-acre planned development site, has a current and former land use listed as agricultural and open space, meaning it has not yet been built out.

For appraisal purposes, both the Niagara County Business Park and the Cambria Technology Park should be treated as pre-development or shovel-ready sites, not established, operating commercial centers. Their current land use is still agricultural or open space, and any future claim about tenants or active operations should be re-verified at that time. Retail activity does not exist in the town in any meaningful way, and comparables from built-out business parks elsewhere do not translate to these pre-development sites.
